If the doctor does a primary repair of the Peroneal tendons at the ankle why would the doctor bill CPT 28222?

If a repair is done on the same anatomical tendons then a tenolysis would be inappropriate.
CPT 28222-Tenolysis, flexor, foot; multiple tendons. This is a foot CPT and the repair occurred in the ankle this is not an appropriate CPT to bill. When a primary repair occurs on a Peroneal tendon at the ankle, this would be CPT-27658-Repair, flexor tendon, leg; primary, without graft, each tendon. The MUE is 2 so if both Peroneus Brevis and Peroneus Longus are repaired then bill as 2 Units.
