Does open treatment of a metatarsal fracture, 28485 require fixation, and if so, does this CPT code only stipulate that it be used for internal fixation?

28485 is defined by AMA CPT as Open treatment of a metatarsal fracture. This by its definition in AMA-CPT, includes, internal or external fixation when performed. The verbiage when performed indicates that it is not necessary to perfom such a maneuvers and it is inclusive of such correction if (not the optional term) is conducted. Earlier versions of CPT 2024 did not include external fixation, thus previous to 2024. 28485 plus additional codes for external fixation were permissable. That is no longer the case.
