This is a new one for me, for which a bit of research was needed. This appears to a multiple intact steri strip system which fits over the wound and by causing a stretch to one side of the incision, creates a tension which is then used to draw the margins together effectively closing the incision. The system is left in place until one believes the margins are closed and as with steri strips (or butterflies) removes the system.
As for separate billing, if this is for a traumatic wound and was tyding up the wound and closing the wound, the CPT coding would be consistent with the length of the wound and the depth of the repair. There are a myriad of codes here listed within the Surgery/Integumentary System/Repair CPT chapter far too extensive to list here.
As for the implantation of the product, there is no separate code.
As for a code describing the product itself, there is no separate HCPCS code that is separately reimbursable.
